Yep. That's one of the two reasons Hell was invented, so that oppressed people could feel their tormentors would be punished one day, so they wouldn't rise up against them while alive. The other was to keep people doing what their oppressors tell them, to avoid burning in Hell. The whole thing is pretty sick.
