I agree it's not "entirely benevolent." They're planning to profit from all this development, but in ways that are win-win. for both sides. Unfortunately, such growth is often not a win for the Earth. OTOH, I think your"dictatorship that suppresses freedom of thought" is a great overstatement inspired by US propaganda.
